And this gives merit for the Republican call to local control - let the states decide how they want to handle some of the things that the federal government handles.<br /><br />However, there is one problem here as well. This solution keeps the poor region poor.<br /><br />Our population tends to segregate itself on economic criterion. A poorer region may simply lack the funds for good schools, for building infrastructure, and providing for health care.
